Water Heater control panel switches go dim and water heater doesn't heat

The water heater has been working great, both propane and electric, since we purchased the unit in the fall of 2016. We are snowbirds so it has been used about 5 months of the year for the past 5 years.
Yesterday

We switched on the water heater propane switch. It lit up for several seconds. We could hear the propane fire up for about 10 seconds. Then went dim, not dark. Seemed to be flickering. Turned off the propane switch. Concerned something serious might happen
Tried the electric switch. It also lit up for several seconds. I have no idea if it was starting to heat up. Then the switch light went dim, not dark, and seemed to flicker.

Interesting Observation. When water heater switches are off, all the lights on the control panel light normally: battery, fresh water, etc. When either the gas or electric switch has dimmed the other lights on the control panel do not light.

Any ideas? All suggestions are welcome.
