2018 Momentum 351M Brakes

I installed new brakes on all four wheels and adjusted them so that they had a drag on them . they are not operating when I hit the brakes. I can hear a humming noise but they are not activating. when I pull the disconnect brake they lock all four wheels. Any suggestions on what to look for next on why they are not stopping the trailer???

I did some more checking on the bralkes, they are operating, when I have it jacket up and engage the brakes I can't move them by hand but if I use a bar and leverage I can move the tire so the brakes are not grabbing enough to stop the trailer. Any suggestions why this is happening. I bought these through etrailer for $140.00 each.
