Fresh Water Tank Drain Valve?

While crawling around under our 317 this weekend, I spotted this valve and I didn't know what it was. But now I'm guessing this is the drain valve for the fresh water holding tank. It looks like a valve which drains with considerable flow. Is there a trick method for pulling this valve then getting out of the way before the water gushes?

Two ways that I can think of tie a cord to the handle or wear a rain suit and pull then crawl like heck!!!!!!!!!!!!!!!!!!

You don't have to fully open the drain valve...I usually open it just enough not to get wet.
