Upper Weep Hole Window Leak

I'm guessing they install these upper weep holes so they can swap the orientation of the windows in installation. However, has anyone every had issues with these plugs leaking? We've been in some storms where water has been pushed against the side of the trailer and water is coming in through these plugs and leaking inside the trailer. If I tape over the plugs, the leaks stop, but that isn't really an elegant solution.

I was thinking about using something like Sugru Mouldable Glue to form a seal over these weep holes. Anyone see any problem with this solution?
