Looks to me like you need to tighten up your WDH and put back 400 lbs on your front axle. WDH is supposed to put back almost all of the weight to the front axle to bring it back to unloaded. I use measurements to get me close and then fine tune at the scales by bringing the front axle as close to unloaded weight as possible without going over. That should fix the majority of your porpoising issue.
