That kind of bend in the bottom of what looks like a C-beam would greatly reduce its rigidity and load-carrying capacity. I would have a good welding shop look at it to see if they can straighten and reinforce it. I wouldn't be comfortable pulling it like that.

It's not a structural channel section but merely a fabricated (i.e., bent) C-section. It does not much load. The entire piece can be cut out and a replacement welded in. Not a big deal unless you've got time left on the frame warranty. In that case, you have to use a shop that is OK by Lippert.

You could use a come-a-long and put the other end on your axle and pull it back.
