Where to add payload in TV bed.

I have lots of payload available but where is the best place to add weight in the bed, My payload is 2,995 Lbs and my TT puts 1,400 Lbs on the hitch. When I take my generators and extra propane where is the best location in the bed, back of the rear axle close to the tailgate or forward of the rear axle closer to the cab?

I would go in the front of the bed to help distribute the weight to both axles.

cfowler55 nailed it above ^^^^^^. The ideal situation is distributing the total weight that you are putting on/in the truck.
