Tow vehicle for Reflection 27RL?
Am looking at a Reflection 27RL with a GVWR 9995 lbs., dry weight 7998 lbs., and hitch weight 1516 lbs. I have a 2010 Chevy Silverado 1500 4WD Ext cab LT with Vortec 5.3L V8, HD cooling, 3.42 rear axle ratio, Z85 handling and trailering susp., and 18" on/off road tires. The book says it can handle Max Trailer Weight of 9600 lbs, GCWR of 15000 lbs, and kingpin weight of 1500 lbs. Big enough?

I think you already answered your own question....
DRY hitch weight of 1516lbs.

Then there is this long winded answer . . .
I looked up the specs for the 2010 Chevy that you have and given the truck’s GCW (5,345 lbs) and adding the trailer hitch weight (1,516 lbs) you are at 6,861 lbs, which based on the truck’s listed GVWR of 7000 lbs, leaves only 139 lbs for optional truck equipment you may have, added passengers, a full tank of gas and assorted cab items you may be carrying).
As for max trailer weight, if you deduct the above 6,861 lbs (which was liberally calculated and likely to be higher) from the 15,000 lbs (GCWR), you are left with 8,639 lbs. Further subtracting the dry weight for the 27RL of 7,998 lbs (btw my 29RL is 8,124 lbs), and you would be leaving just 515 lbs available for trailer cargo in order to not exceed the max trailer weight. Do a rough estimate of what you plan on loading into the trailer and you will quickly determine that you will exceed the 515 lbs and thus exceed the max trailer weight.

"Half ton towable" is a rather curious claim by several 5th wheel manufacturers selling trailers with 1500 lb +/- dry pin weights. I have a long GM history, but could not find a 5th that we liked that could be towed by a GM half ton. The only company that steps up to this is Ford with the Max Payload F150. Essentially an F250 rear axle and suspension in an F150. The EcoBoost twin turbo gas V6 does an amazing job of hauling our Reflection 303RL and giving us great performance and fuel economy when not towing. Payload on our 2014 is 2300 lbs. With the new aluminum body in 2015, this will go up to near 3000 lbs. See the related thread specifically about towing with an F150 EcoBoost.

"Loaded for travel" is likely to go well beyond 300 lbs for a Reflection 5th Wheel.
Your Cougar 299RKS is a rear kitchen model I believe. Filling the fridge, cupboards, panty, etc actually takes weight off the pin.
On the Reflection, storage is at best over the trailer wheels, with much of it well forward towards the pin.Cate & Rob
