That's a relay. Most likely a thermistor (temperature sensing device) trips the relay which, in turn, provides power to the fan(s).
So the mystery now is = where is the thermistor that should trip causing the fan(s) to run?
Most likely that thicker red wire on the bottom goes to the thermistor. The other red wire is hot (you can verify it has 12v all the time with a meter) and the black wire is ground.Larry KE4DMG

I believe on mine the thermo switch is mounted too far out on the fins, so its cooler there and makes for the fan coming on later than optimal. I install a lower temp switch, and I have a bypass circuit. So I can now just open the outside compartment, plug in a 5 amp fuse (used as a switch), and this makes it run 24/7. I do this in hot weather when the fridge begins to struggle. On my Solitude, this made for a very satisfactory fix. I also believe the factory fans are more than adequate for the job IF they are coming on soon enough.

I installed a switch to bypass the thermal switch on the fins. This allows us to actually lower the setting by a number or two. We actually had edible ice cream with the temp 85 outside... The switch is just a single pole snap switch. I had to drill a hole in the mounting bracket.
