With the exception of AC motors this is not quite true. The resistance of a heater is fixed and that determines it's amperage at any voltage. Wattage never determines amperage. One can argue that electronic power supplies will use more amperage, but the difference is very small.

Keep in mind that all circuit breakers are rated to be used at 80% of their ampacity, so that being said any loads totaling more than 22 amps would require the next higher size breaker. A good time of thumb is you can run TWO "high current draw" devices on a 30 amp supply but not three! If you're using both your AC and water heater on electric and you want to use the microwave then temporarily turn off the AC or switch the water heater to gas. You can figure roughly 1 amp for every 100 watts of current draw....1500 watt hairdryer is roughly 15 amps. Also remember that AC units have a higher current draw when the compressor kicks on.
