Some costcos sell propane. Our home town Kalispell Costco was $1.89 a gallon last time I was there in the fall.

When I filled up at Tractor Supply I paid 2.69 per gallon and it was still 1/2
of what I had been paying at my Propane Company.

    WOW
That's a good price for the Willamette Valley. I'll keep an eye out in Albany, Oregon when I work up that way.
I will haul my propane tank with me while working and get it filled up. KEN

We refill the 30lb tank at BJs for $ 15, 20 lb for $9.99.
They don't price it out by the gallon so if the tank isn't empty it is better to go elsewhere. Plus they have no 10 lb price so my little stove tank goes whereever is easiest.

I have never trusted the exchange.
It is not Expansion that is keeping them from being filled, it is simply GREED !!!!

A 20lb tank is designed to hold 20 lbs of Propane.

Any expansion requirement is calculated in the design of the tank.

You are simply getting 20% less Propane for the price when you choose to exchange your tanks.

I have never been charged by the pound either. $2.00 a gallon at Freeway Propane in Springville UT. You can get a $.10 discount with their discount card which cost $2.00.

Here and I expect elsewhere it is State law. Exchanges fill 15 lbs, propane company fills 20 lbs

I doubt that State Law would limit a 20lb Propane Tank to only being filled with 15 lbs of Propane. I think the Exchange company wants you to believe it is State Law, so you accept the shortage and you blame the "State" instead of the Exchange company and their greed. The other thing they tell you is that the shortage is due to safety, I call BS on both excuses !!!!
