I believe this is an automatic switchover regulator and that both tanks need to be open for it to function properly? And the lever on top is manually operated and will show if one tank (or both) is either empty or full? Thanks in advance, I've been getting conflicting information about it.

You are correct. You can leave one tank open and one shut, but the lever needs to point to the open tank.

If leaving both open, the lever points to the on service tank and the window will be green if the tank is full, once the on service tank empties, the window turns red, and switches the source to the other tank.

Switch the lever to the new on service tank and the window will turn green again, you can then remove the empty tank to fill it while allowing the other tank to remain open and supply the RV.
