    Just a suggestion. I think you may be over thinking this a little. You don"t need a specific device for this. Just a retainer clip as suggested, or nut and bolt, or anything that will secure the handle from raising. A padlock is great. Unless you have not coupled the hitch to the ball correctly there is virtually no upward force on the lever/handle of the hitch.
