    Thanks for confirming that the GFCI could be reset with power removed.

    I wonder what the initial state it was in with the reset button out straight out of the box, before being installed.

    I don't think 6 volts is going to help much. You need 120v on the hot line going into the GFIC outlet. That's where the troubleshooting focus should be now.
    Grand Design is notorious for having breakers mis-marked in the distribution panel. I would cycle every 15 and 20 amp breaker off and on in case the GFCI is mis-marked.

    The RV's GFCI not resetting without power. I thought mine did that also.
    So I read a bit on different ones.

    (e) Note that this Eaton GFCI is shipped in the Tripped state and cannot be Reset until it is wired correctly and powered from it’s Line terminals.
    (g) LINE/LOAD reversal will be indicated by the reset button not staying in after being pressed.
    Such LINE/LOAD reversal will also be indicated by failure of the Correct Wiring/Trip Indicator to be on while the GFCI is tripped.

    NOTE: If this EATON GFCI has tripped and no longer can be reset, it has reached its “End of Life” and will no longer provide power. Replace with the same model EATON GFCI to
    continue to provide ground fault protection.

    Gene do you know the location of this sub panel I sure cant find it. I do have solar and a generator. The GFI picture of the GFI GD part looks like the one installed. I appreciate all the help I am getting from everybody.

    Only idea on Sub Panel location is what people have posted.

    A couple were inside a cabinet near the CB/Fuse Panel.

    Any time you buy a fresh circuit breaker it comes in the tripped state. Perhaps Cooper GFCIs come in tripped due to line/load reversal final testing therefore requiring power to be able to have the reset button stay latched when pushed in.

    GFCIs can be confusing. Just before covid hit I was visiting my friend with a Winnebago motor home. He mentioned that he lost power to 1/2 of the motor home outlets. When I questioned him about GFCI he mentioned he had already replaced the GFCI outlet in the bathroom. I asked him if he verified that line and load were wired correctly. He said he put the wires on the same screws as the one he replaced.

    I pulled the outlet out, put a meter on the wires and low and behold line and load were reversed. The brand he installed was configured differently from the one the removed and line/load screws were on opposite sides.

    I corrected his miss-wire and now everything worked.

    He took a picture of me doing the repair in his horribly small bathroom. Here it is.

    GFCI wiring

    You now need to check at the main distribution center. Until you definitively determine whether or not you have a sub panel, look for a cb marked gfci, check for voltage before the cb.

    A picture of you distribution center would help a lot.
