Yep, could be. They are very active in the GD community.

I also logged in right at 1:00 EDT. Hit "A" and checkout immediately - sites gone. Hit "F" and checkout - sites gone. Hit "J" and checkout - sites gone. Hit H-50 and checkout and snagged one. Did this all within 1 minute. This will be our first rally.

The volume of people within the Grand Design Family registering for the 2021 National Rally was remarkable. Due to the significant demand and activity in such a short amount of time, PayPal's security system detected fraud and froze Grand Design's account. The freeze is what led to issues, including payment. Understandably, this is very frustrating.
Below is the note we received from Grand Design:
"Our apologies to everyone trying to register for the 2021 National Rally... PayPal noticed the significant activity and decided to limit our account to protect our account from fraud. They emailed us to let us know, and we acted as quickly as possible to resolve. We requested an expedited review process and explained the significance of the situation. PayPal is communicating that it could be a few days to resolve, but we are an expedited case. We will keep you all posted on the progress of the situation."
When PayPal comes back online, our goal is to be as fair as possible to move forward with registrations (using the time stamps on several avenues of communication). Truthfully, we do not have enough spots to accommodate everybody that wishes to register. The process of contacting everyone will be a time-consuming task over the next few days, and we thank you in advance for your patience and understanding. We will continue to be transparent on new information as we get it.
    Red and Pam.

I share your frustration. We have been trying to get into a GD rally anywhere from Oregon/California or Arizona. Same as you, we try to register, and are always told the event is booked & would we like to be on waiting list? Even then it is frustrating as we will sometimes get messages telling us we are moving up the list, and could we react within a couple of day should a spot open up? No more for us. We will just continue to enjoy our rig, and leaving the rallying to others

We were going to attend this year but health challenges have changed our 2021 plans. I have spent the last 4+ summers in Elkhart and would suggest if you REALLY want to attend the rally, look into a different RVP to stay in. Then drive to the rally-it will be well worth it. Elkhart Campground is my favorite, has a whole new section open with 50A pull-thru sites, and is only a 25+ minute drive to Goshen. And sometimes a cancellation pops up for the rally location at the last minute as well. As RVers we often are met with "No Availability" in our travel planning - but when we stay flexible, look for options we often discover an ever BETTER Plan B than our Plan A was. Ya never know, but I suggest you focus on ways to MAKE it happen and be there! Stay for a couple of weeks+, go the RV/MH Museum, take an RV manufacturing tour, shop for RV goodies, enjoy an Amish dinner + show, ride in an Amish buggy, eat a Ben's Soft Pretzel, tour the South Bend Chocolate Factory and appreciate the beautiful area around The RV Capital of The WORLD
