Probably in the minority, but I am all in favor of User Fees like this. Don't have any holding tanks and don't use the dump stations, you don't have to pay the fee. Have holding tanks and use the dump stations, pay the fee. Pretty simple and fair. This way people in tents and popups are not subsidizing those in larger, usually more expensive, trailers, 5th wheels and motor homes.
This is assuming the fees are actually used to fund the dump stations and associated costs. My degree was in Commercial Recreation and Tourism, but that was a long time ago.

The whole thing could backfire though. Many people go to State parks because of the low cost. If they start adding costs and they become comparable to some private campgrounds, people will go to those that offer a woodsy camping experience with full hookups or go to BLM campgrounds. States have to be careful how much they charge.

I will refrain from offering an opinion of California State Government. I would likely be banned.

As a current resident, your opinion is probably spot on.

It's a poop tax... but hardly without precedent.

Doesn't CA charge a quarter or three for showers in state park bathhouses?

Flying J and CW used to offer free dumps, but now they also charge.
