Question about sealant used by GD

Hello,
I was wondering if anyone knew what sealant is used by GD on the roof vent caps and also on the furion mount screw holes. I'm not talking about the lap self leveling sealant. They appear to use this clear sticky sealant for screw holes. It might be silicone based but it's sticky and doesn't appear to ever dry. It remains mushy. They seem to use it to seal and keep water out of screw holes but remains mushy ( and makes a mess of screw drivers) still keeps the screw accessible. Anyone know what product this is? Don't know the brand name, but is a urethane based product.
