We love, love Paradise by the Sea, and Oceanside. We were just there last April for spring break. The walk to the beach is no big deal and we walk to it every night for sunset when we are there. If you time the tides you can walk on the beach a very long way in either direction. Make sure to check out Parlor Doughnuts, close to the pier. Best Doughnuts we have ever had.

The bag ban went out the window when covid hit. So you can bring your own and bag your goods or pay $.10 a bag, its a joke really.

We did a 2+ week trip from the DFW area to Utah this summer and used a couple of campgrounds that might be of interest to you on your California journey.
+ Childress City Fair Park, Childress, TX - $15/night, 5 spaces, back in but plenty of room to maneuver, first come, first serve. Gravel surface with 30A electric and picnic table.
+ High Desert RV Park, Albuquerque, NM - $40/night, pull through sites, exit off I-40 just west of downtown Albuquerque. Gravel, 50A service and the park has numerous steel sculptures around the park.
+ USA RV Park, Gallup, NM - $40/night, very long and spacious pull through sites, gravel surface. Close to a small airport but the occasional flight tapered off at dark. Special pricing for active military and a discount for us veterans. Biggest negative was lack of eating or inviting shopping. But they had a camp "picnic" most nights where you could order food cooked onsite.
+ Amarillo KOA, Amarillo, NM - $60/night, long pull through sites, grass, located near fields with cattle and the Amarillo Airport but noise was not an issue.
I'd stay in any of these again, great overnight locations convenient to the highway. The Amarillo KOA was the least favorite of the bunch.
