Trailer nose low, front of truck high
At 12,200 I have the car loaded and 2/3 fresh water everything is good then. truck and trailer are both level.
The problem I am having is without the car loaded and no water, that is my weight of 10,200, trailer nose low.

Generally, TW should be a a minimum of 12% of the total weight. So at 10200, that would be 1224. Weigh Safe's 1020 is just way too low! More is better. Much more may tow poorly, but there won't be any sway, which is only due to not enough TW. First problem was loading that 1,000 lbs in the rear, taking too much off the tongue. Hence the sway.
At 12,200 you are a bit over GVWR of 12,000. Loose a little bit, and get to a scale. TW should be at 1,500+. As noted, toy haulers count on the weight of the toys in the rear. Since you aren't getting sway when currently fully loaded, you are in much better shape. If you will be running without the toys, then you have to get creative with where everything else is, and what the TW ends up being. Always shoot for a minimum of 12.5% of whatever the current weight is. Tongue weight scales are not very expensive, and may be a good purchase to have if you will be varying your loads a lot.
Once you have the weight figured out, then dig into the hitch setup if you have other issues - truck suck, etc.2017 Imagine 2670MK

I understand this is for unloaded, but if you're going to be towing without the toys or water, your WDH most likely will be setup differently than when fully loaded. If your truck is nose high and trailer is nose low, your WDH is not properly setup.

@Labs4Sale - a few forum tips:
1) You can create a signature block with your RV and tow vehicle information (see mine below). That way you won't have to repeat that information whenever you post or ask a question - and others won't have to ask. You can create a signature by going to:
Forum Actions (on menu bar) -> Edit Profile -> Edit Signature (under My Settings on the left)
2) If you use "Reply With Quote" (to the right of "Reply") as I have here, folks will know to whom you are responding and that person will get a notification.
3) You can also tag folks using the "@" symbol and their user name (as I have done yours) - they'll also get a notification that way.

Something is definitely not right with the setup on the Weigh Safe. We've pulled our 31G in every possible configuration there is with great results. With and without our Honda Talon, with and without water etc... using our Weigh Safe.
Just to verify the numbers you are entering into the Weigh Safe app:
What the measured tongue weight with no SXS and no water?
What is the total weight with no SXS and no water?
What is the measured tongue weight with the SXS and water?
What is the total weight with the SXS and water?
Here's a video I did on how we have it set up. Our tongue weight with the 31G is even more than yours.

I think something else is wrong. I have a 2021 29G with generator and two a/c's. It tows great. I just did a trip to Colorado and back, about 2000 miles with no problem. I'm using an Equalizer hitch rated at 1600 pounds.

My bet is that the sand placed at the back of the trailer caused too little hitch weight and all of the subsequent swaying. That truck with less than 2,000 lb hitch weight would not be affected at all.

Especially if the sand were placed right at the rear of the garage area. The weight would create a lot of pendulum effect. If the sand were placed nearer the center of the garage that effect would be less, just like having the SxS in there. The farther away from the axles you have weight, the greater effect that weight has.

With the tongue too heavy and the truck nose high, it sounds like not enough weight on the steer tires. That can certainly look and feel like trailer sway.
Tightening the weight distribution bars will increase the weight on the steer tires and make the truck more stable.
You confirm this by seeing how much the steer axle weight is reduced with the trailer connected.
