Blue ox lift assembly is binding

I've got a Blue ox sway pro WDH. There's a part that attaches to the trailer where you insert the chain and then crank it with the wrench to put tension on the spring bars. I'm not sure what it's properly called but I'm calling it the lift assembly. Anyway there's one on each side of the trailer and on one side it's binding even when there's no weight on it. Even when it's not hitched it takes extreme force to turn it. The other side works just fine though. As far as I know there's no maintenance for that part and I certainly don't see any grease fitting to lube it. What's causing it to bind and how do I fix it? The hitch was installed professionally a little under two years ago.
