Looking to tow a momentum 395m with a 2010 Ram mega cab short bed 4x4 ? Do I enough truck to pull safely?

If it's a 3500 DRW then yes if you use the trucks RAWR. No if you use the payload rating.

Back in the day Mega's had really low payloads.

Some things to post attention to for towing
Payload
Axle Weight ratings
GVWR truck
GVWR rig
Pin or tongue weight
CGWR
Never pay attention to the actual tow rating because it is what I call unobtainium. These ratings are usually derived from a unicorn configuration that rarely happens in real life.
You also need to understand The whole “de rating” scene in which truck that in most cases are capable of towing much more that it shows so large registration costs can be averted for non commercial folks.
This is a minefield but once you understand the basics and use them you be ok.

You'll probably be over 15,600 before leaving the lot. Dry weights are usually factious. I wouldn't want anything less than a 20K 5th hitch.
You'll be over every rating except the RAWR. Not really my cup of tea to be over by a lot.
I had a 2012 2500 CTD CC LB 4x4 for 6 years. Great truck but low on payload like a Mega. Seems the 10-12 years were behind the times compared to Ford and Chev.

Dry weights are pretty much useless. The GVWR on the trailer is 20K, so a 16K hitch is not nearly enough. Loaded, the trailer will put 4,000+ lbs. on the pin, too, so the truck needs to have enough payload for that plus occupants, hitch, gear, etc. Here's a good thread to read through where folks have already address this:

Not looking to hijack this post but I'm interested in what the door sticker says because I agree with what @goducks14 says. My father had a 2010 Ram 3500 Megacab DRW and the GVWR was 10,500 lbs on the door sticker. The available payload was a paltry 2,533 lbs. For a DRW! It blew my mind. The rear GAWR was 9350 lbs though. I'm super curious to see what the OPs door stickers actually show.

We have a 395MS with a 15600 dry weight on the bill. Arrived weighing 16700 or something empty. We have the 8k axles and normally weigh around 20400 with full tanks all around. I have a 27k hitch as I want a bit of reserve on everything, but I’d def go more than 16k. If you’re going far, bring more truck, and air bags are really nice too. Also, fox 2.0 shocks make a difference.
