Or it could be a bad surge protector where it plugs into the pedestal. Try plugging into the pedestal without the surge protector.

We just had our 2nd progressive malfunction. Reads normal and no power.
It could be the EMS. Have you tried plugging directly to the pedastal without the EMS to see if both legs works?Marcy & Gary

Use a volt meter to test the pedestal. I have however seen the voltage good with no load and then bad under load. This is usually a loose connection.

The statement of the highlighted sentence above, automatically eliminates about 1/2 of the electrical stuff to check. With it working just fine using the generator, you can safely eliminate the 120V breaker panel and the associated wiring from the panel to the transfer switch. So what is left is.....the transfer switch itself, the wiring between the transfer switch and the shore power plug on the side of the trailer, the plug itself, the power cord from the trailer to the shore power connection, the surge protector, and the shore power itself.
In order to cut those possibilities in half, start at the end of the shore power cord....the end that plugs into the trailer and see if you have all the correct voltages there.
Hot 1 to neutral = 120VAC
Hot 2 to neutral = 120VAC
Hot 1 to Hot 2 = 240VAC
Hot 1 to ground = 120VAC
Hot 2 to ground = 120VAC
If all the proper voltages are at the end of that cord, the problem is either the RV plug on the side of the trailer, or the wiring from there to the transfer switch, or the transfer switch itself.......continue narrowing it down.
If there ISN'T the proper voltages at the end of the shore power cord from the shore power box, then the issue is...the shore power cord itself, the surge protector, or the shore power receptacle in the shore power box....or possibly the actual power coming into that receptacle.....continue narrowing it down. If you're using an extra connector for your shore power cord, i.e. a 90º dogbone or the like, remove it and recheck your connection. I sounds like the power cord is wonky, or the connection at the trailer itself.

Thank you for suggesting a number of possibilities. Going to start tracking it down this morning. On the transfer switch, we were on shore power for several hours when this happened, would the transfer switch just fail or would it typically fail when switching between generator and shore power? And chance this could be a converter issue?
