    I think that the same thing may happen with the tester
    I need to see what else is on that circuit.

    Pull the outlet out and apart and inspect it.

    It's kind of strange it would trip the pedestal breaker and not the RV's breaker, but it could be a bad internal connection in the outlet.

    If you plug in anything besides the charger, does the same thing happen? Could be a bad charger.

    Be very careful about using a "power strip" (with or without a built in "surge protector"). I have seen the plastic encased units fail and cause fires. If one is needed, use one with a metal case (i.e., TrippLite IsoBar or IsoTel... the latter has a protected pass-through connection for a RJ11 telephone line). They are well worth the money.
