Sanitizing my fresh water tank

I sanitized my fresh water tank this weekend following GD steps outlined in the owners manual.

One thing I found a challenge was draining the tank. I opened all the sink and shower valves in the coach, but the low-point would not self-drain unless I ran the water pump.

Is this normal?

The fresh water tank has a large diameter drain under it, next to the overflow tube.
Usually a 1 1/2" gate valve similar to the gray & black gate valves.
