Do you have scale ticket for just the truck, we need to see that one too to help understand what’s going on.

I don't think so. With your truck and trailer, there's no way the rear axle of the truck could have gotten to 9,600 lbs. It should be something just under 6,600 lbs. with the trailer fully loaded.

When yiu pulled on the scale, was your forward most trailer axle on the "pad" for the drive axles?

Great thought! I was trying to figure out how in the world this could have happened.

Sone scales I've been on because I have a very short wheelbase truck (super cab, short bed) I have to just barely get the steer tires on the steer platform to keep the drives on the drive platform and keep the trailer "back there"

Once I was hauling a very short, but very heavy trailer, had to pull into a scale in Minnesota and they tried to whack me for being over axle group limits but there was zero way to actually get the steer, drive and trailer on separate platforms.

So my truck should have been just on the first pad and the trailer should have been on the second pad. Needless i'm oblivious to this. I was going to ask about it but then the guy said it was done.

CAT scales have three pads: one for the truck's front wheels ("steer"), one for the truck's rear axle ("drive") and one for the the trailer axles. They are demarcated by lines and the separations are visible between the plates.

    EDIT: there are illustrations here:

So I was probably on the first pad to much. I think I was at best about 1 foot away from the first pad with the rear wheels.
