I know some trailers are set up for the breaks to lock if in reverse without the trucks reverse lights on, sensing it from the truck hookup. Does anyone know for a fact if the GD trailers have this feature (or not)?
My boat trailer has this, but its breaks are surge/hydro and there is an override key. I’d test my truck on the boat trailer to see if it was a truck issue or trailer issue, but alas I’m basically painted into a corner right now and have to resolve this issue with the TT to get my truck out. LOL

I wonder if the brakes could be locked up due to some rust developing after an extended period?

Won't surprise me to hear of the mechanical failure if it is only 1 or 2 wheels. Think brake shoe failure or pins rusting out.
If all of your wheels locking up, that's a different issue and would warrant a nose to tail assessment of the electrical parts of the brake system.
Was the plug connector laying on the ground while stored? I've not had this problem on my IMAGINE, but on other trailers.
