    Depends on the valve system. On my original valve I had separate city and pump positions. The valve closed off the tank. On my new valve city and pump are the same position so a check valve is used.

    Your pump is allowing water into the the tank. The fix is to replace the pump.
    Why replace the pump when you can add an external check valve
