2nd switch kitchen counter 21g

Our 21g has 2 switches located under the cabinet above the sink, one operates both sets of led's in the the kitchen the other seems to do nothing. It would seems to me that one switch should turn on the upper cabinet led lights and one should turn on the lower cabinet led's.
Would someone with 21g look at theirs and let me know.

Not sure if same, but our 29g has a switch under the cabinet that turns on the ceiling fan, and the ceiling fan has it's own switch on the fan itself that may be turned off.
