Faulty Hot water heater

My friend just bought a 5w I believe it is a 331. Hot water heater runs on LP but wasn't on shore power. They took it to a G.D. dealer and they worked on it. He didn't question them and took it home. He then tried it at home, and still didn't work. He looked inside at the hot water heater and found melted wires. He will near a different g.d. dealer next week. When he asked if they could work on it they said they could but since he didn't buy from them they couldn't do it under warrantee. He would have to pay them and turn it into G.D. himself.
I guess my question is has any one else had problems like this and what was the fix?
 
Perhaps he tried to use the electric with no water in the tank. That will destroy the element, and, although I've not seen it happen, it may
have shorted out and that resulted in melted wires. I've turned mine on with no water and it will destroy the element in very short order, but
there was no resultant damage.

Just a thought.
