Fresh water tank only filling to 40 gallons out of 150 capacity

We have a 2020 Momentum 349M with a 150 gallon fresh water tank capacity. For some reason, it will only fill to 40 gallons before it starts to over flow. I am using a flow meeter to verify the amount of water going in. I have tried emptying the tank and refilling it multiple times with the same results.

We have the Nautilus P1. Is it possible that there are 2 separate tanks (or some kind of reserve tank valve thats closed not allowing it to fill all the way)? If so, I have not seen anything in the manuals.

Any help would be greatly appreciated!
 
Assume u are level when filling.

Beyond that I wonder overflow tubes were installed too low in the tank?

I know it's not much, but remember the total capacity includes any fresh water that may be in another location, like the water heater. Maybe an icemaker fridge, also.
 
You have two tanks a 40 gallon and a 99 gallon. And two fill points. A main fill for the 99, and a aux for the 40.
The tanks are connected via a balance tube that equalizes the water level.
If you use the main fill, and reduce the flow enough, both tanks will fill as the balance tube can keep up.
In a hurry? then you need to fill the main tank first, then th aux.

Looking at mine, The main fill is in the upper black section of the panel. It is not labeled. The aux fill is in the lower white section a little to the left of the main fill. It is labeled.

As an aside, I am on my 4th towable RV. This Momentum is the first one that meets the stated tank capacites.
In fact it exceeds them!
I have measured 158 FW!
