Frozen brakes?

After several weeks of cold weather, I tried moving our 5th wheel. Tires barely into soil (1/2 inch). Won't budge. Tried buckets of hot water at tires and still locked up. Is it possible for wheels or brakes freeze up? Maybe something going on not related to weather. Thanks for any help.
 
First thing to check is the breakaway cable.

Then I’d unplug the 7-pin to be sure nothing is powering the brakes.

But it’s possible the tires are frozen to the ground, even after the buckets of water.

Thank you. I did check brekaway, and it was in place as it should be. I will check cable as well.
 
If you haven't solved this yet, the easiest solution might be to jack up one wheel. It will either pull it loose from the frozen ground, or allow you to try spinning the wheel to see if the brakes are locked up.
 
If it’s frozen brakes, the trailer would likely skid, especially after using hot water.

When you checked the breakaway, did you pull it out, look it over for damage, then re-inset it (and make sure its fully inserted)? Frozen breaks seems unlikely to me, as nothing was apparently wrong when you parked it. Having said that - stranger things have happened.
 
Thanks everyone. I will pull breakaway and clean contacts. The more I think about it, I don't think it's brakes. Since they were not engaged when I parked it. We're supposed to get some warmer temperatures this week and I will try again.
 
Try banging the center of the rim/wheel with a heavy rubber mallet/hammer. This usually works on cars, trucks and trailers that have sat for several weeks after they’ve gotten wet and rusted up a little or frozen. Drum brakes especially will do this. Then pull trailer forward and back a little at a time with trusty assistant using the mallet each time you stop. Expect some skidding. It should free up the shoes from the drum on drum brakes and the pads from the disk on disk breaks. Be aggressive with the mallet.
 
Try backing up a bit. Sometimes that will free up frozen brakes.
Even my F450 front brakes have frozen a couple of times after sitting in cold weather. The first time, I put it reverse to pull out of the driveway and the back tires spun in the gravel. I put it drive, went forward about a foot, then backed out smooth as silk. I knew drum brakes sometimes get "frozen", but I never imagined disc brakes could as well. As previously said, stranger things have happened.
