Furnace fan surges causing LED lights to flicker.

Where are you measuring these voltages? I can just about guarantee it’s not at the battery terminals. To drop a battery two volts would take a large load, and a furnace fan isn’t close to big enough.

Most likely you are seeing voltage drop from bad connections. Start at the batteries and follow the wiring checking every connection between the batteries and the distribution panel.

22 Amps not Watts. That is a sizable load and not likely to pass your fuses. That does point to a battery issue, but not definitively.
 
I'm having a problem with mine. thought it was in the control board come to find out the ground wasn't properly connected then it damaged the inside if the motor somehow. wiggle the black wire and the motor surges.

Or wiggling the wire causes the ground to be better connecter thus enabling the fan to run at full power like it should?? Kind of a surge but actually applying full current flow to fan that us running slow.

Just guessing.....
