Inverter prep wiring question

I have a 2024 Reflection 100 22 RK that has pre-installed Inverter Prep. I'm not installing an inverter but I'm trying to understand the wiring. Without tracing it completely it appears to be 12 guage orange colored romex that is connected to a 30 amp breaker. It then goes to the front compartment where it isn't attached to anything. It then appears to loop back to the service panel where it connects to a different 30 amp breaker. Does this sound correct? Should both breakers just remain off? I'm just trying to understand what exactly this is.
 
Take a look at this video I did on my Reflection 303RLS - the wiring should be the same. Both 30A breakers have to be on to get power to your outlets.

Great video! It explains it clearly (and it was not what I expected. ) I need to keep those 30 amp beakers turned on to have any power to my outlets.
