LP regulator recall fraud

Isn't falsely repairing a national recall a felony?

In so many ways this dealer is shady.
My guess is that this dealer is selling the regulators that GD pays for. The dealer makes money by selling them and bills GD for work not done. What a scam.

As a follow-up (I wasn't overly confident in GD):
I submitted my actual replacement paperwork/invoices on May-12-2023 via email
I received a confirmation email and payment promise on May-31-2023 (possible mailing date 31-May or 07-Jun)
I received a check from GD for the full amount of invoice (service) and receipt of regulator purchase on Jun-12-2023.
Surprisingly quick for that size of organization
