Rear "bumper" exterior storage platform

Wondering if anyone knows how welding a beefed up square tube bumper with a platform (~36") for a toolbox/bike/generators would effect the stability/center of gravity etc on my 2600RB? I've seen a few mods people have done to their rigs, but am not sure if the chassis is rated for it or if it would adversely affect the tow ability given that it would shift weight towards the rear and off the tongue. I'm sure there's a reason that the back "bumper" is rated for such light weight and doesn't come with a hitch receiver already... Hopefully I'm asking the right questions.

This would solve a lot of storage problems for me, but I don't want it to be at the cost of safety. Looking at something like this:
