I know the bumpers on the Imagine MKE17 are not capable of carrying much if any, weight. I know that putting a receiver hitch adaptor on the bumper and then a bike rack and then trying to carry bikes back is simply a disaster waiting to happen. So, my question is if I were to mount a receiver hitch adaptor on the bumper and then use a lightweight aluminum cargo carrier (25 pounds), and never put more than 40 or 50 pounds on the cargo carrier, would that be an acceptable load for the bumper?

Impossible to answer. It will be acceptable until it isn’t

Why put anything there?

Why not put this box you have in mind on the front A frame where it will never have an issue?

Najataagihe has the right answer (and I've seen it happen along the highway during our travels... a trail of debris). The best approach is to bolt or west a class III receiver to the frame itself.

No room on the front A Frame. Propane tanks, batteries and a A Frame mounted bike rack already there.

Right! Guess I was looking for some users who had tried it, kept the weight down, and didn't have any problems.
