Toyota pulling

Would I add more washers to transfer the weight to the front and would washers from Ace work or are they special?
Adding washers will tilt the head down making the bars apply more spring
Sending more weight to the front and to the trailer axles

they are a brass colored washer. Unsure if they are special or not
Likely anything would work I suppose
 
Also, I wouldn't waste time running for repeated weighings to check things. Set it up on a flat level surface using tape measure measurements at 4 corners of the truck. If you're unsure how to do this see the article and video below. Different hitch than what you're using but the concept is the same. Then check the weight if you want when you're all done. Your manual for the hitch may also tell you to use a tape measure.

Finally got the hitch dialed in. Had to raise it up one hole and add 3 washers. Now the rear axel is below the factory max
Pulls nice. It’s a shame the dealers sent me off like this. Paid them good money for the install
Going to Panama City beach next week for two weeks so we’ll see how she goes. But I know the scales don’t lie and my numbers are much better now
