Vector Performance fuel pump issues. Over-ride the start up program?

Our Vector Performance fuel pump won't turn on.
Is their an over-ride hack?
We've done the reprograming, still nothing.
Any assistance would be appreciated.

Vector just recommends normal start up procedures. No help.
